Looks like 6 storeys was denied. Here's a render of the updated 4 storey redesign.
That is really unfortunate as it seemed well suited to the area given the transit hub nearby, the rec center, and mutli-storey condo developments around the corner.
Normandy Drive in Saanich was packed with cars when they built an apartment block with inadequate parking below, on Normandy and Elk Lake Drive. You could hardly drive down it.
Saanich and the residents had to install no parking signs everywhere. Where are all these renters parking their cars in the evening?
If one seemingly standard-issue 4-story building can produce traffic chaos and other woefully negative consequences then why isn't there traffic chaos to the umpteenth power in neighbourhoods like Fairfield, James Bay, or Jubilee, where there are dozens of lowrise apartment buildings, not to mention other areas of Victoria, Esquimalt, Oak Bay, and even Saanich itself, where there are a bunch of comparable buildings clustered together?
I suppose we would say 100% of the residents of this somewhat remote Normandy building are driving everywhere for everything, whereas only a small percentage of the residents of those more conveniently located apartment buildings are driving everywhere for everything. But even so, the traffic impacts of all those apartments in Fairfield and James Bay should be colossal by comparison. And yet many of those Fairfield and James Bay streets are still very quiet in terms of vehicle traffic.
I don't know... I have a feeling anyone who lives in a rental building in this location is probably the kind of person who is either originally from Saanich (or an equivalent suburban municipality), or who would strongly prefer to live in Saanich (or an equivalent suburban municipality) rather than in Victoria/Esquimalt/the more urban areas of Saanich/etc.
Summary: if we're suggesting a small rental apartment building like this one is too much for this Saanich neighbourhood to bear then we're effectively saying people who can't afford to own a house or condo in Saanich (or who otherwise prefer to rent) should not be living in Saanich.
A lot of the older building in Fairfield actually have pretty good parking underground.
