Well, you said it was 3x taller. And it's only actually 50% taller than that one building close by.
What or who would a 12-storey building affect here, what are the obvious negatives? Other than "it's tall"?

Saanich council warming to Quadra-McKenzie demands, says mayor
Mayor Dean Murdock said the rejection of the project was a result of the turmoil created by early drafts of plans for the Quadra-McKenzie neighbourhood.

It was quite a departure from not only an aesthetic standpoint, but certainly from a land use and site coverage standpoint.
