90-unit rental complex behind James Bay's Goodacre towers to be vetted by staff, not council

A James Bay development proposal years in the making is pursuing ‘delegated development permit’ approvals for a six-storey rental block at 701 Toronto Street at Huntingdon Place just off Douglas Street.
Developer Starlight Investments/Starlight Developments recently submitted the latest iteration of its plans through Alberta-based Metafor Architecture for a 90-unit complex (view
profile) on what is currently an expansive surface parking lot associated to the Goodacre towers at 350-360 Douglas Street. The proposal will include two underground levels of parking for both the residents of the proposed new-build, and tenants of the 13-storey Goodacre blocks. The parking structure together with a surface parking component will accommodate just under 200 vehicles, according to municipal planning documents.
Unit types will span from one-bedroom suites to three-bedroom suites, and residents will have access to a west-facing fifth floor rooftop patio.
Plan revisions since the initial concept was first aired in 2023 have not substantially changed in terms of massing and scope. As for the delegated development permitting process, this approvals format allows municipal staff, rather than elected officials, to preside over the green-lighting of a project provided the plans are in alignment with official community plans and design guidelines.
Starlight, meanwhile, is in the throes of some of the largest active residential construction projects in Greater Victoria with over 500 rental units underway as the first phase of three phases of
Harris Green Village (a two-block redevelopment along the 900 and 1000 blocks of Yates and View streets). Starlight’s
20 and
21-storey phase one towers are expected to complete by the end of the decade at Cook Street. In Langford, the company is finalizing construction of its nearly 600-unit
1110 McCallum Road rental community not far from Costco, and in the town centre, a further
200-plus rental units are nearing completion along Meaford Avenue.
